Stewardship entry level easier
The penalty systems for agreements have altered .
There are now 2 ways in which an agreement holder might mitigate a breach.
Offseting ... say tha agreement is for cutting 20 m of hedge and there is only 15 m then you can have an extra 5m on a hedge in the scheme elsewhere on the farm.
If 5m is not available then you lose points and are less likely to have a financial penalty.
